Hi Rex,
Just to confirm, what is the behavior you're expecting when you turn on the Quiet Time feature?
Quiet time is meant to strip out the alert and sound portions of your notification (Stripping out any alerting aspect of the push), however badges will still remain. So, if all you're seeing is just the badge update, that is the expected behavior.

I want user to receive a silent notification with only text in a time span (ex:start at 9am and end at 6pm)

Rex,
As mentioned, when Quiet Time is turned on, if a push is sent to a user and received on the users device during their Quiet Time period, the Alert and Sound portions of the push will be stripped out. However, the Badge update will still appear on the users device.
So, the user will never see the alert text in this case.
So, if you're wanting the user to receive push and still see the text, but no sound or badge, simply choose do not include a sound or badge in your payload, and neither of those will be sent to the user.

I know, but I want users to decide a period of time(start and end) to receive mute notification. That's the point.

Rex,
Quiet time was not designed for this particular function.
The iOS native "Do Not Disturb" mode should accomplish this, so you don't have to build this in for the app.
