You must complete the Quickstart Guide upon the creation of a new application before you see the Menu and the Settings. There is no way to skip it. The Quickstart Guide is meant to help you integrate either the iOS or Android SDK into your app and setup either an APNS certificate or a Google Cloud Messaging project. These will allow you to send push notifications to your iOS or Android audience and will ensure you can use your Dashboard successfully.

I have the same issue even after I completed the Quickstart Guide. I uploaded my APN SSL certificate for iOS and clicked to send a test push notification. I didn't see any other steps to complete the set-up. I did not receive my push notification so I went to the Knowledge Base for troubleshooting. I viewed the troubleshooting guide here - http://docs.urbanairship.com/reference/troubleshooting/ios-push.html - but I do not see a Settings > App Details in my UA Dashboard. I verified what it looks like in this article - http://docs.urbanairship.com/user-guide/settings.html - so I'm not sure why it's missing. I even created a new production app but still it is missing. Is it missing because I am on the most basic package? I don't have an APIs & Integrations option either so I can't provide the App Key.

Had your device been assigned a channel ID by the time you got to the step in the Quickstart Guide where you were asked to send a test notification? A device must have a channel ID logged in our system in order to receive a push notification. We have documentation on how to retrieve your channel ID via the code in your app if you are not sure. You will need to plug your device into your computer, have your app running, and send the test notification at that time in order for this solution to work.
You will have access to the rest of your Dashboard account after you successfully send the test notification.

I do have a channel ID when I log it according to the instructions in the link you provided. I also clicked yes I received the message and now see the UI.
What is next now that I have verified there is a channel ID?
I took a quick look at your account and it looks like there is no APNS certificate uploaded. APNS certificates are required to send push notifications to your iOS audience and test devices.
Here is a guide on setting up an APNS certificate with Apple: APNS Setup
Upon setting up your certificate, you should be able to successfully send notifications to your iOS device and access the main menu of the Dashboard. After that, you should see a gear icon in the menu bar at the towards the top of the page. You can click on it and access App Details from there.

I already set up the certificate when going through the quickstart guide. You can see in the attached screenshot that it expires in November 2017. Might I know where you saw "no APNS certificate uploaded"?
When I looked in our system yesterday both your dev and prod apps were still on the Quickstart Guide, so it's possible the certificate for your dev app wasn't officially registered in our system yet.
Are you able to access the App Details page now that you have access to the Quickstart Guide?

At this point in time, sending test notifications would be a good idea. Our Message Composer documentation walks you through the different kinds of notifications you can create in the Dashboard. You could also look at the different kinds of Reports we compile. What are you looking to accomplish with Urban Airship?

I apologize if it wasn't clear. I send test notifications and nothing comes through to my device. What I am trying to accomplish is receiving test notifications on my device, and after that I want to have my Zendesk account send messages to Urban Airship API that are then pushed to my device.

I checked your device ID on the dev app, and it's opted-in to receive push notifications. Do you also have background push enabled?
I'm sure you're probably not doing this, but your app isn't in the foreground when you're sending the push notifications, correct? I ask because you won't receive a push notification if your app is in the foreground.

I'm not entirely sure where background push is enabled, but I do have every option for notifications enabled in my iphone settings page. I've tried sending push notification with app running in foreground, background, and with locked screen. They don't appear nor do they show up in my notification center when I check later. Is there anywhere I can find out where the push notification is getting stuck? Perhaps it is going from Urban Airship to APNS but APNS cannot get it to the device. Is there any way to verify that APNS has received from UA, or if it is failing when pushing from APNS to my device?

My issue was that I didn't have the push notifications entitlement enabled in my app's capabilities. I enabled the entitlement and I received! Thanks for your attention in this matter!

I'm glad you were able to get push notifications working!
To address your question about where background app refresh is enabled: on your iPhone, go to Settings > General > Background App Refresh. Having this turned on will allow your device to receive in-app messages for your app/refresh content in your app while it is backgrounded.
