I should add, I've successfully completed the Quick Start guide. A test message was sent and successfully received in the last step.

Are you referring to the Message Overview page where you're not seeing the Create button?
If possible, would you be able to attach a screenshot showing what you're looking at?

Ah!
So, you'll want to navigate to the Messages Overview page. Currently, you're on the App Overview page.
To get there, go ahead and click on "Messages" there on the left, and click on "Messages Overview".
There, you should see two buttons on the right hand side that you can use.
Now, for your other question as to why you don't see the "Create" button, is because you're currently on your own app, which is not entitled for Enterprise permissions.
For the other apps you have access to, those are linked to the Enterprise app, which has all the new "Create" buttons and permissions to view those.

Oh, I see that the app in question doesn't have "TEAM" under its icon on go.urbanairship.com/apps . So how can I delete this app and recreate it under the Enterprise account? When I click "New App" in the upper right, I don't see an option for that.

To delete that app, you can go to Settings(The little cog wheel next to "Messages"), and click on "App Details".
In that page, you should see an option to delete that app.
To create a new app under the Enterprise account, you'll want to contact the account owner for the Enterprise account, and have them create the app for you, in addition to granting you the appropriate Team Access role to configure the appropriate credentials for that app.
