is there any text length limitation for each notification message?

There are some limitations on text length for notifications, but it is dependant on both the device and the operating system. Please see our Knowledge Base Article about Maximum Characters for Push Notifications for more information.

so my another question as we can not controller our end user ,which kind of device they are using,

I mean if I send a notification which is exceed user device limitation,  this user will not receive this notification or ,this notification will auto split to two notification?

In most cases, the notification will display but will truncate the notification text.
