Accessing Radar integration on starter plan?

I'm trying to do some testing using Radar and Urban Airship for an app I'm working on. Do I need to upgrade to a paid plan to use location integration? Currently the "Location Integrations" settings page is blank for me.

    This is Sean with Urban Airship Technical Support.

    I believe this option should be available to starter accounts. I've escalated this issue to our Engineering team to confirm and will let you know when I have more information.
