not able to enable message center in composer configurations

The Message Center is available to customers on our Comprehensive Enterprise Level plan, as you can see on our Getting Started page.
If you cannot see the Message Center option on the Composer Configurations page in the Urban Airship dashboard, it is likely that you are on one of our entry level Starter or Basic service plans, or our Essential Plan. If you would like to upgrade to an Comprehensive Enterprise Plan, please contact us via our Contact Page to have a member of our sales team reach out to you.
I am confused by this because your pricing page says that the messaging center is free (up to 1000 users). Is the only way to try the messaging center to upgrade to a Comprehensive plan?
