Hi Sipani,
In order to access the Message Center, you need to upgrade to a Comprehensive Plan. Clicking the "Request Demo" button under "Comprehensive" on the page below will create a request with our Sales Team.

Please let me know if you have any other questions or concerns.

1. Title ,2. Text , similarly as i can send notification with title, summary and text field from urban-airship console with having free account.

Hi Om,
If you are receiving this same error, can you include the API request that you are sending that is generating this error?
Thank you,

Hi Om,
You will need to remove the "message" portion of the payload and instead include a platform override with the summary text you want.
For more information about platform overrides please take a look at our API Documentation.
The "message" key is for the Message Center feature only. Including it will cause the 403 errors you are seeing because your account does not have access to this feature currently.
Thank you,
