A lot of devices with notification permissions off (opt-out)

Hello,Since the beginning of the release of the project, we noticed that we have very few devices with opt-in status.
We offer the user at the start of a notification of whether he wants to receive push-notifications.
But it is unlikely that such a large number of people refused to push-notifications.
Tell me, please, maybe we register the devices incorrectly? Or we need to do additional actions to turn on the opt-in function.
