Does anyone know where to add the Custom Event Template code for "Account registered event with optional properties" in order to create a new event ?

This code would be added within your app code, likely where you have a page in your app that allows a user to register for a paid account. So, wherever that page is located, you would add this additional code to associate a Custom Event to that particular action.

Just to clarify, this is added in your App Code using the Airship SDK. This code cannot be added in your Airship dashboard to trigger that event.
