Webhook OpenSSL certificate verify failed

Any webhook I try to use to export a report fails with Error: Could not send webhook to "https://.......". OpenSSL::SSL::SSLError: certificate verify failed. (Webhook ID: .....)

Also tried with online services like requestcatcher.com and webhook.site, same error.
